I just needed to go(in command prompt) in the same folder where was files ww2ogg and other.

But I have another qustion - if i need to convert multiple files, what batch command i need?

going by the commands you posted:
for %a in (*.stm) do @ ww2ogg "%a"

Tried ww2ogg input.wav --full-setup then get

Parse error: invalid codebook identifier

Try without any -- switches (so just ww2ogg input.wav). This is what you should do by default, by the way, the plain command line will spit out errors suggesting to try the other switches if it looks like they are needed.
