I have a copy of it installed but according to Winamp it isn't loading and I dunno why. I've downloaded it from http://mudlord.info/products.html

I've just tried it in the patched 5.666 and it loaded without issue (dunno if it plays ok or not but it didn't get a 'NOT LOADED' message in the preferences). There's also no odd dll dependencies from a quick check of the dll.

I verified that it works on Windows XP, and I also verified with a disassembler and an opcode checker script that it would work on a Pentium 3 or an Athlon.

It's.. uh... it's now loading since I uninstalled AVG Internet Security (makes no sense).

That makes sense as they must have assumed it was dodgy for whatever reason (bad signature match, heuristics issues, etc). At least you sorted it :)
