How hard would it be to make a vgmstream plugin for something like mac os x's quick look or just any mac program?

It shouldn't be hard to build the command line version, just run make from the test directory. It is meant to be portable, at maybe it even works!

As far as making a plugin for some OS X program, I have no idea. Is there audacious for OS X? If so, install all needed development headers and run:

./bootstrap
./configure
make -f Makefile.unix
sudo make -f Makefile.unix install

From the main directory (sudo is a guess, no idea if that works on mac).

I believe Audio Overload uses the vgmstream plugin if you want to enjoy streams on a Mac.

Ah, is that in now? Last I remembered it was in some testing builds, don't think it's in AO 2.0.

Can't be sure about which version to tell ya the truth, I just remember reading it on emuversal bbs.
