wait, where did you find this? if its from the steam preload its encrypted still until release. if its from the xbox version i doubt they'd use the pc adpcm,i thought this was regarding pc.
thats because it had original RIFF headers. Black ops does not.

well, it wasn't headerless. WAW also stored the music as plain wav/mp3 in zips, and only the sfx in ff files that contained adpcm with headers. QOS, which was treyarch's next game did not store anything with headers from what i've tried. im just wondering if this is from the xbox 360 version (which wouldn't be .wav) or pc version (still steam encrypted if preloaded, only way to even see the files is to preload, but the files are encrypted till release when it "Unlocks game files" or something.
I have already unlocked steam game files with phoenix, the encryption keys are available now, if they were encrypted i couldn't access the .iwd files which i got the headerless adpcm wavs from.
the xbox version uses XMA in a big .pak file with no filenames, .

@OrangeC have you "unzipped" the pak files from the xbox? If so, how? I've been trying for days but no luck - no standard archiving/unarchiving software can unpack them - it appears 3arc have removed the headers on them too (or done something funky with them anyway)
