Is there a way to add toggleable software resampler based on nearest neighbor algorhythm to make these DS streams to sound like on real hardware?

I second this, although I don't get why there isn't a DSP plugin or Output plugin already that does this.

You can still resort to using Nullsoft FileWriter with singlefile mode sample rate conversion to 44100 to get the nearest neighbor sound.

Though you need a program capable of writing sample loop to the .wav then rename it to .lwav to get it to loop. Sound Forge is capable of such things, not sure about other programs though.

as long as we're requesting dream features, it'd be nice if there was a nezplug-style feature to read specially-formatted m3u files as a way to "overlay" tag data on streams when using that playlist.

Maybe that's possible?

I think this will most likely be a no-no due to the fact that our intention would be to play the files as-is despite any resampling done on a DS.
