I have in_vgmstream.dll in the plugins folder as it's always been, however, vgmstream doesn't appear in the plugins part of the preferences in Winamp at all, and streams don't play at all.

After the installation of winamp 5.62, just copy and replace in_vgmstream.dll and the 3 external dll .
It should work.

Tested with the latest vgmstream and winamp 5.62, it worked for me, check again please.

Wait, maybe I didn't do the external dlls <_<

So.. just replacing files with themselves fixes it? I already had the external dlls, unless they were out-dated and incompatible with Winamp 5.621 or vgmstream r961, but anyway, it's working now.

EDIT: While vgmstream is now working, the actual loop start and loop end data in the "Stream info" dialog box is all messed up. For example, I have a BRSTM that loops from roughly 0:02 to 0:30, and the actual BRSTM plays until 1:08, since I have it set to 2 loops + 10 second fade out (with 0 second delay), as it should, however, when I right click the file in the playlist and view it, it says this:
loop start: 43008 samples (0.0000 seconds)
loop end: -920378027 samples (0.0000 seconds)
stream total samples: 667347 (0.0000 seconds)

The "stream total samples" of 667347 is correct, since that equates to about 30 seconds, however, I'm pretty sure it shouldn't say 0.0000 seconds for any of these, and it shouldn't even be 920378027 samples (which would actually make the loop end at 11 hours, 37 minutes and 19.1684 seconds, or 41839.1684 seconds ... so the fact it's negative as well is really weird. But the actual file itself loops OK, it's just odd that it does this, isn't it?

Try r964. I noticed an issue with the seconds reporting that I fixed, that may help here.

I have the same issue with vgmstream r961. I tested with your new release and it seems it's fixed, I only tested with some adx files so other comments are welcome.

Here are screens to compare stream info reported by vgmstream r961 and r964 with the same adx file (length 1:14):
