i have these MIB files i want to open and play but i have no idea how to i downloaded the .dll files necessary to use it and when i click run it does nothing
MIB files are played using VGMstream, which is a program library (aka, the library isn't intended to be a stand-alone-player). There is a Winamp and foobar2000 plugin (the Winamp plugin works with XMplay, if you use that). In other words, DLL files, by themself, are not a runnable program. There is a "text.exe" file which is a stand-alone decoder (that uses the VGMstream library) for streamed files, and it can be used as a player, but it's not really intended to be used that way. Read the readme.txt that comes with VGMstream to learn more about how to use "text.exe".
As for a direct answer to your question, you need some kind of music player that uses plugins (I listed three above that I know VGMstream works with) to play the MIB files. Once again, be sure to read the "readme.txt" file to figure out how to use VGMstream. There's additional DLL files you'll need for VGMstream to work.
vgmstream is a command line program. I was able to rip Total Immersion Racing, they also have .mib files. You will need to use vgmstream to decode them. Make sure you put all the .mib files(and .mih files if they are there, these are important because they contain the header info of each song and without them would sound like shit) in the same directory as vgmstream. Once youve done that, open vgmstream with command line. Then, after youve managed to navigate to whatever directory you put vgmstream in, type this in:
vgmstream.exe -o songname.wav songname.mib
This will decode the .mib files into wav files. 'Songname' is obviously the name of the file you want to convert, so just replace that with whatever the name of the file is.
