Ok, here's what's bugging me, first off, the interleave for any of these files always seems to be the end offset of the file. Has anyone here EVER come across something like that?
Secondly, when I add a proper .ss2 header to any of them and convert it with vgmstream, I get half of the normal runtime. I think it has something to do with the channels because when I set it to be 1 channel, I get the proper runtime, however, I KNOW this game's music is not in mono. I believe it is also noteworthy that if I set the channels to 3+ I get an incrementally shorter runtime.

If it has an offical OST then that YT track could have been ripped from one. but yea i dont think i have heard a mono PS2 track yet. I'm sure there is some.
It may just not be interleaved, with all the data from one channel then all the data for another, that would produce the "whole file interleave" effect.
I think what HCS was saying is not that the files are interleaved at 0, but that its one whole left channel then the right channel. so maybe try setting the interleave to half the full stream?
or maybe I read it wrong.
mono 48khz does seem a bit high for a ps2 game. its more likely stereo 24khz.
