VgmStream does not support reading XA content where the operating system does not assist in reading the raw/2352 sectors and prepend a RIFF CDXA header to the raw file.
EDIT: You will need something which either supports raw CD access, or raw CD image ripping.
IsoBuster's Free Version (Nags about full) should copy the un-split/cut XA file right off the disk, just be sure you extract with the appropriate extract type (going off memory here).
Or if you ripped the image properly with your favorite tool (unless it doesn't rip properly). VGMToolbox should be able to pull the data with the ISO/Archive Extractor and process the XA file with the CD-XA Extractor (in Streams).
If you want something equally fun, try the Saturn version of Lunar/Lunar 2. There, they used ADX for the music instead of synthesizing it on the console hardware.
