Is there a tool I can use to extract the AT3 sound from a PS3 EBOOT file? If not, I suppose I could use a hex editor to extract the data (I found the string "at3"), but I'm not entirely sure where the data ends.

ATRAC3 uses standard Windows Wave file structure - just use any ripper that supports .wav files.

Thanks for the info, but it seems that I can't find any obvious strings other than "at3". "RIFF" and "SND0" turn up nothing, so it looks like I'll have to find something that can decode the file first.

This is pretty unlikely, but have you checked to see if it uses sony adpcm?
