Step 1: Find loop points of a file
Step 2: Export left and right mono channels individually
Step 3: Use dspadpcm.exe to build looped .dsp files
Step 4: Use revb to build a .brstm with the .dsp files
Step 5: Listen to the .brstm and notice it has gratuitous crackling artifacts and clipping
Step 6: Bleed from ears
Step 7: Make a useless post on hcs forums asking why the fuck this happens
Step 8: Ponder life choices

How are you playing the .brstm?

Do the individual .dsps play properly?

Could you provide some example files?

I think there are other .brstm makers out there, but I don't know what they are.

Sorry for wasting your time, it seems the problem wasn't with the .brstm. I was playing it with BrawlBox, but when I tried with vgmstream, the crackling and clipping disappeared. So I guess it was a problem with BrawlBox. It makes sense in retrospect because the individual .dsps did play properly, so thanks for tipping me off.
