is there a program that supports live recording of music at abnormal sample rates? would be good for turning these tracks into mp3's for play on my mp3 player >.>

i like optimal quality so that is why i am after something that can record them at there orignal sample rate.

Nope. MP3 has a fixed set of sample rates to choose from: 32, 44.1 and 48 kHz, and if you go beyond MPEG-1 there are also 8, 11.025, 12, 16, 22.05 and 24 kHz.
FLAC and Vorbis support arbitrary sample rates.

theres a 'free format' mp3 (see dbpoweramp) that allows different bit rates like, past 320... blah not cutom sample rates >.>
