Download QuickBMS, paste that code into a new txt file, rename it from .txt to .bms, run QuickBMS, pick the .bms file you just made as your script, select all the at3 files, then pick what directory you want the new files to be in. You'll get new aa3 files that you can open up in Sound Forge.
You can even inject the loop points (.smpl files) back into the wavs, just check a few posts down on that page for the at3_wav_smpl_inject script.
