I tried using some padding values in fsb_mpeg but none seem to work and it can't be multichannel since its a mono track.

This is really fruity. I think there may be two mono streams interleaved here (18 mpeg frames a piece), but the padding on the mpeg is absolutely nonsensical.

Here is another file, it seems i have cutted some info from the first sample, its a weird structure with two filenames.

So yes i think your right about the mono streams.

...well that makes a damn sight more sense. They've used their own block layout on top of FSB. I think you're still missing some from EndCredits.fsb, I expect the following just before the FSB4:

F4 02 00 00 <- size of block (header here)
00 00 00 00 <- specifies the stream #, 1 or 0
01 20 00 00 <- file/codec id?
00 00 00 00

Without these the file is mangled beyond recognition.
