HCS has changed Prime Blue's name at least once before (though I think it might have been twice), so it's certainly possible for it to be done. However, I have no idea *how* it's done, so I have no idea what kind of alterations and hoops need to be jumped through for it to be done. There's probably a number of things involved, which is why HCS doesn't do it very often.
Just saying that, it's certainly possible, and has been done before, for the same person who is placing the request. Though, regarding the tracker, that I don't have any idea about. I assume it's doable, but I can't recall hearing of it being done. So, really, regarding these forums, it depends on whether HCS wants to do it or not, more than anything.
