This doesn't really mean anything, but I just was kind of curious if anyone knew how it worked--why are most of the streams in Smash 4 1Hz off from what you'd expect? 3DS at 19999 and Wii U at 47999 (except that some of them are randomly 20000/48000 for some reason). It just seems odd, and I was wondering if anyone knew why that is.

Just a guess, but if the encoder is like some others I've seen, it may adjust the frequency to make the source material (WAV file) fit into an appropriate frame/chunk size to potentially facilitate clean looping or some other benefit. I believe the ATRAC3+, and maybe XMA, do this as well.

Yep, XMA2 does it. Marvel vs. Capcom 3 comes to mind.
