Super Mario Maker .PACK and .BARS files by Mr.Sanic at 11:35 AM EDT on July 9, 2019

hello again

i've tried thousands os programs but none of them worked, is there a way to open .PACK and .BARS files from Super Mario Maker (Wii U)?
as far as i know, opening it on the notepad gives all the .BARS files, but in text. does anyone know any method to decompress/extract these files?
