What I demand is how to make them listenable. The files aren't listenable in foobar2000. I'd like if someone could tell me how to make them listenable.

The easiest way with foobar2000 is to install the vgmstream decoder component.

I installed that component and now it's listenable in foobar2000. Thank you very much, you two. I have a few components in foobar2000 for video game music files, but seems this one was missing. I'm gonna use your link, Vector HARBOR in case I have anymore missing.

Err, Vector Harbor, the .snd files of Hyperdevotion Noire are just renamed OGG Vorbis files.

I can open them with GoldWave for example and they show up as Ogg Vorbis with 48 kHz. And the waveform is listenable.

Before I opened them in GoldWave, I checked them out with Notepad++ to see if something is written in the header, and there was "OggS" written and "vorbis".

So just rename them to .ogg or .oga and open them with your prefered media player.

@Vector Harbor

Were the files for BBCP [PC] renamed by chance... or were the files unaltered? I'm only asking because the PS3 version would use file names such as:

bddata_2121.segs_000_btl_rg.at3
bddata_2242.segs_900_btl_rg_old.at3

I can understand omitted names such as anything with bddata and segs... but instead the names are completely changed to their actual in-game BGM names/OST names:

Rebellion II.wav
Rebellion.wav

Similar to consoles, it uses .at3 (only that the files are using .wav as a file name extension).

To anwser both of you :
@StarWolf3000

I never know it was Ogg vorbis but those file are lossy so i prefered to keep in the native format.

@AceK

The pc ver is empacked in a unknown format that i don't know how to extract so i search to know how to do it and I end up on this site : BlazBlue: Chrono Phantasma Ripped!

Renaming a file from .snd to .ogg doesn't change the data from its "native format", it would just make it easier to play.

@Vector Harbor

I'm not asking how to play it (already mentioned above that it's atrac3 just like the console version. A simple file name extension change can fix the playback problem).

I'm asking if the file name prefix for the bgm tracks in the PC vgm rip provided were altered.
