Basically it all comes down to the waveforms and I believe that the 8850 samples were actually more similar than most of the ones shown to be in SCVA, but they ARE similar anyway so it's a good enough substitute for those sounds (like the strings, french horn, etc.). The in-game samples apparently are closer to the 8850 than the other versions (but I'm not the one who really researched Generation 3 and things can still be up in the air anyway).
Also yeah you can add the stuff, but if possible just try to link back to the Pokemon sheet somewhere, like in a note/comment or something

BTW, is the difference between the SC-VA and the SC-8850 instruments very noticeable? The reason why I ask is that I'm planning on remastering game soundtracks with the SC-VA.

I mean there's slight difference between samples but I don't think it's that much IMO. Most of the instruments FROM RS are likely variants of the SC88/VA ones if they're 8850 specifically.

It goes to the preset Power Trip, which can be find in preset A.
