- I've worked on Wipeout 64, Mega Man 64, and Rocket: Robot on Wheels and had similar unsuccess with all of them. It's weird... I found the functions in Wipeout that actually switch songs in the music test, but I was unable to identify anything that actually played a song, just stuff that changes the numbers (which nothing else reads) and writes the names.

- Well dang for that then. Something to note about Megaman 64 is that it is a port from the PSX to the N64. Perhaps that's messing things up some. Obviously, I can't offer any help from my end. I'm sure you've tried it, but what about Josh W's "method" of finding the music select functions? Honestly, I didn't really understand the description he gave of it, but I assume that you did. Did that help at all? Also, in the case of MM64, some of the audio is streamed. I'm pretty sure most (if not all) of the music is sequenced, but the spoken parts are streamed off the ROM. At least, I assume such. I was playing around with the ROM inside PJ64, and stopped the Dlists (I think that's what they were. It stopped video playback, whatever it was), and the spoken bits kept playing, until the entire sequence finished. It was about 1 minute long before it got done. After that, nothing happened, as though the game crashed (which is what I, more or less, assumed what happened).
That probably doesn't help much, but at least now you know that MM64 probably isn't quite standard, as it most likely uses both sequenced and streamed audio, as well as the fact that it's a PSX port. And yes, I would have ripped PSFs of it a long time ago, except that I've heard ripping USFs is a little easier. There's also the fact that I'm not really to sure where to start for ripping PSF files either...
[EDIT] If I could find a place in MM64 where you can change the music, without moving, walking, ect., and I sent a savestate of before, and after the change, would that help? If yes, I'll see what I can do (but I can't garantee anything. School is being a major pain).

- While Josh's description made something like sense to me I was unable to get his system working, so I'm back to my "stare at code and wait for revelation" method.
The music specification at the beginning of the game is usually sufficient to find how things work, the save state might be helpful if something's missing, but I can always play the game for a few seconds to find a convenient change point.
I suspect it isn't as nonstandard as you think. While it doesn't use the standard sequence player it does use the synthesis library (as does nearly every other game I've ever seen).

- I just got Snowboard Kids working, but it's really slow (uses way too much CPU even with Audio HLE). I'll see if I can clean it up a bit more.

- Something to note about psfpoint is that you don't need to split the lines up. Using PdZ's post as an example:
