ww2ogg spits the "Parse Error: missing RIFF" and I'm embarrassed to admit I don't know how to use the other tools although I assume xmash might work.

What tool can be used for these files and how do I use it?
Also how do I look inside them to spot headers if that is relevant?

Rome II Total War.

Then gentlemen what seems to be the issue with my .wem files?

Take note that ww2ogg does work with the games non-music non-ambiance sound files. Short clips of yelling and bird chips are able to be converted.

But the music doesn't go and I'd like for it to be investigated.

Good guess, but apparently the encryption sticks regardless of whether I tone down the English on my speech.

If motivation is need I can provide a batch of fresh warm cookies to the person who decodes these files. They'll most likely be in jpeg format if you're not allergic.

Have the game image here, will take a look later. But as far I can see... I've never seen anything like that, and I've been around for quite some time now. :-\
