I extracted the soundfont from a rom and it doesn't really play properly. It only plays a TINY bit of the start of the instruments. Can someone help me fix it?

That may be an issue with your sound player. Try resolving it, or opening the sound in Audacity.

Their not wav files or anything, I exported them to .sf2 and .dls and I'm using them for FL Studio.

I also believe this was an issue with my player. I got them working on Logic Pro

You could try finding a soundfont download online also.

Some of the samples for Tooie are unique to the game and I can't even seem to access them properly. Come someone at least link me to a soundfont with those unique samples?

How about sharing your SF with us? Also: BT uses more than 16 channels. MIDI files only offer 16 channels though. Have you thought about how to work this around?

This is the soundfont I ripped from the rom. Haven't edited it or anything, and I don't know how to fix it. Only around 3 instruments from it work properly.

Sustain was set to 100% but decay time was set to zero for most instr. resulting in rapid decrease of volume. Dont know how you ripped the soundbank to SF2, but Subdrags Soundbank Tool fixed that quite a while ago.
