Similar to the game's music files, the .dat files can play in Winamp if I change the filename to .mus or .sng. However, for these, the start of each different spoken line sounds corrupt. I think its .hdr file might be part of the answer.
And yeah, I've never seen a format that repeats a text string throughout, except for this one file where it kept on calling me LAME...

May I ask what you did? I've tried changing the filename, but it did no good, and I don't know what to do with the .hdr.
P.S.: Sorry about the file. I picked it cause it was small. This one (and its .hdr) should brighten your day, though.

My guess would be that you have an old version of in_vgmstream. Here's a fairly recent version Just throw the files in the plugin directory and import the hdr into winamp.
Thank you very much. I didn't think to listen using the .hdr. Almost all of the files play clearly except this file (and its .dat). They were in a separate folder from the rest of the files.

A relatively quick workaround, I extracted all of the voice clips from grab.dat, they can be found here. I hope it doesn't bother you that all of the voice clips are contained in their own file now.
No, I don't mind at all. For future reference, what was your workaround for this?

I used VGMToolBox's Advanced Cutter/Offset Finder; input "SCHl" (lowercase 'L') as the search string, input "SCEl" (lowercase 'L') as the terminator string and the output file extension should be set to .sng (or .mus?) [the output folder is your decision, clearly].
