I've contacted one of the composers of Yu-Gi-Oh! Forbidden Memories and he said that he made the soundbank in a dev kit (I assume), then composed and arranged inside the PS1.

Could be a translation error, but it's interesting that he mentioned composing on the console. Was there some type of DAW? Is it available somewhere?

It may have just been that the synth running on the console could take MIDI input over a debug cable.

Although I'm not particularly interested in Yu-Gi-Oh! Forbidden Memories, this is very interesting information to me. Thanks for sharing!

The dev kit used is probably one of the Yaroze or PsyQ SDKs. The SDKs (at least PsyQ that I can remember) include VABTool, which allows you to create VAB sound banks. However, mid2seq, which was used to generate native PS1 sequence data, was not included in either of them. It was probably downloadable from an official site back then, but I have yet to find it anywhere, despite some mentions in various official docs.
