It made by SegaSammy 777 Town.

It seens had LZSS footer at the end of the file.

There's are the apk and the .pb files.

I just asked many more time about this in different discord server.

But no one can extract it.

I used Fiddler to download assets and discovered something about SEGA Sammy Pachinko apps.

The file index is at:

They download parts of a file as follows:

https://download.777town-sp.net/125/1/data/snfs22_ab.zip
https://download.777town-sp.net/125/1/data/snfs22_ac.zip
https://download.777town-sp.net/125/1/data/snfs22_ad.zip

Finally, they combine the ZIP files into a 'pb' using a key URL? likely for decryption:
